FCC isn't so bad after they rid of Michael Powell, the ex-chairman...
 Anyway, most internet companies are switching over to charge per use based on broadband. I think this is a very fair billing method. You use more, pay more. Rogers up here utilizes that method. Therefore, no need for the fraudulent 2-faced bait and switch approach. .
